Introduce "tart import" and "tart export" commands (#386)

* Introduce "tart import" and "tart export" commands

* Use AppleArchive instead of ZIP and simply {ar,un}chive the VM dir

* Fix formatting

* Link to Apple's docs

* Print "importing..." and "exporting..." lines
