Kevin Adams b5a58b7eb6 chore: initialize gh-pages apt repo structure 
Empty pool/v2, pool/v3, dists/main, dists/v2, dists/v3 scaffolding.
public.gpg.key is a placeholder — replaced by scripts/setup-apt-signing-key.sh.
CI will populate pool/ and regenerate dists/ on each stable release.
