Adds pool/v2/freenas-proxmox_2.4.0-1_all.deb and generates
dists/main/ and dists/v2/ with Packages.gz, Release, and signed
InRelease. Both dists are identical — main exists for backward
compatibility with existing Cloudsmith users, v2 is the explicit pin.

Adds empty binary-amd64 and binary-arm64 Packages files and updates
Release Architectures to "all amd64 arm64". Silences the apt warning
"doesn't support architecture 'amd64'" on PVE hosts without duplicating
package entries (all packages remain Architecture: all).

Empty pool/v2, pool/v3, dists/main, dists/v2, dists/v3 scaffolding.
public.gpg.key is a placeholder — replaced by scripts/setup-apt-signing-key.sh.
CI will populate pool/ and regenerate dists/ on each stable release.
