Revert "ci: TEMPORARY - run all jobs on ubuntu-26.04 to prove the image (#306)"

The 26.04 run passed (lint, build, security), so the workflow goes back to
ubuntu-latest and follows GitHub's switch to Ubuntu 26 on 2026-10-19.
