cmake: Add GGML_BACKEND_DIR option (llama/15074)

* cmake: Add GGML_BACKEND_DIR option

This can be used by distributions to specify where to look for backends
when ggml is built with GGML_BACKEND_DL=ON.

* Fix phrasing
