Reformat code idents and introduce the SwiftFormat linter (#339) 
* Package.swift: add SwiftFormat

Can be invoked with "swift package plugin swiftformat".

* $ swift package plugin swiftformat

* .cirrus.yml: run SwiftFormat

* SwiftFormat: exclude Sources/tart/OCI/Reference/Generated
