feat: add IPv6 support to allowedSourceRanges (#3082)

* feat: add IPv6 support to allowedSourceRanges

Update regex pattern in CRD validation to accept both IPv4 and IPv6
CIDR notation, enabling dual-stack networking support.

Fixes #2787
