* Simplify state reconciliation and support changing Softnet settings

* Remove unused "updateFunc" parameter from syncOnDiskVMs()

* Don't take an address of a loop variable

* ensure → ensures

* updateVMState(): don't forget to update VMState

* Introduce TestSpecUpdateSoftnet integration test

* Update OpenAPI specification to include generation/observedGeneration
