build: update gcb-docker-gcloud to v20260205-38cfa9523f 

The old tag v20210917-12df099d55 has been GC'd by the staging-registry
retention policy (kubernetes/k8s.io#525, kubernetes/k8s.io#8009),
causing push-images jobs to fail with 'manifest unknown'.

Update to a current tag and pin by digest for durability against
future retention sweeps.
