fix: update action hashes to valid versions and bump backup PVC version
...
- Fix docker/setup-qemu-action hash to v4.2.0 (previous hash 29109295 did not exist)
- Fix docker/setup-buildx-action hash to v3.11.1 (updated from stale hash)
- Bump backup/pvc/VERSION.txt from v0.4.3 to v0.4.4 as requested by reviewer
Addresses reviewer feedback on PR #1124
