RUNBOOK-002 says the docs have to be current before the tag is pushed. This bumps $VERSION and adds the CHANGELOG entry plus a ROADMAP "Released" entry for #291–#294 and #299. The Debian changelogs had stopped at 3.2.4 / 3.2.2, so `apt changelog` on a 4.x install showed v3 history. They get 4.0.2-1 entries now, and RUNBOOK-002 gains a step so they don't fall behind again.
