Kevin Adams 0ad5f88180 ci: opt in to Node.js 24 runner and pin checkout to v4.3.1 ... Add FORCE_JAVASCRIPT_ACTIONS_TO_NODE24 env var to suppress deprecation warnings ahead of GitHub's June 2nd forced cutover. Pin actions/checkout to v4.3.1 (latest v4 patch).
