By default mariadb-upgrade/mysql_upgrade checks the
version number in a mysql_upgrade_info file in the datadir.
If its already upgraded there is no need to do this again.
The only behaviour of --force is to skip this version check.
If the user desired different behaviour, they can use the
force option in their configuration file like:
[mariadb_upgrade]
force
