Add full Docker test suite to CI (matches test_docker.sh)

Browse Source 
- Test 1: Build production image, verify imports & static files
- Test 2: Backend unit tests in Docker container
- Test 3: Frontend unit tests in Docker container
- Test 4: Integration tests (health, API, static files)
