Upgrading mariadb recreate my.cnf symlink

Upgrading mariadb will recreate my.cnf symlink so it's better to use
mariadb.cnf as the default configuration file.
+ add skip-name-resolve option by default
+ logging option was ignored

Using podman for github actions
...
Docker and systemd does not work.
Also, it's using sudo for the moment because the rootless container does
not work with GH actions (see:
https://github.com/actions/virtual-environments/issues/3536 ).
