Upgrading mariadb recreate my.cnf symlink 
Upgrading mariadb will recreate my.cnf symlink so it's better to use
mariadb.cnf as the default configuration file.

+ add skip-name-resolve option by default
+ logging option was ignored

Docker and systemd does not work.
Also, it's using sudo for the moment because the rootless container does
not work with GH actions (see:
https://github.com/actions/virtual-environments/issues/3536).
