Breaks up the ARC documentation into several smaller articles.
`@vijay-train` and `@martin389` put together the plan for this update, and I've just followed it here.
In these updates:
- The README has been updated to include more general project information, and link to each new article.
- The `detailed-docs.md` file has been broken up into multiple articles, and then deleted.
- The Actions Runner Controller Overview doc has been renamed to `about-arc.md`.
Any edits to content beyond generally renaming headers or fixing typos is out of scope for this PR, but will be made in the future.

Moving current Readme contents into a separate detailed-docs.md file. Added one additional section "Getting Started" to have the getting started link. Rest of the file is as is from the current Readme.md
This file would be linked from a new simplified Readme (to be raised a separate PR)
As it turned out to be the biggest release ever, I was afraid I might not be able to write a summary of changes that communicates well. Here is my attempt. Please review and leave any comments so that we can be more confident in this release. Thank you!
