A `RunnerDeployment` can scale the number of runners between `minReplicas` and `maxReplicas` fields driven by either a pull based scaling metric or via a webhook event. A `RunnerSet` (see [stateful runners](#stateful-runners) for more details on this kind) can scale on webhooks.
