A `RunnerDeployment` can scale the number of runners between `minReplicas` and `maxReplicas` fields driven by either a pull based scaling metric or via a webhook event. A `RunnerSet` (see [stateful runners](#stateful-runners) for more details on this kind) can scale on webhooks. Whether the autoscaling is based on a webhook event or pull based metric it is implemented by backing a `RunnerDeployment` or `RunnerSet` kind with a `HorizontalRunnerAutoscaler` kind (see limitaions section of [stateful runners](#stateful-runners) section for cavaets of this kind).
